|Apr 2023The wait to pickup a car was more than 3 hours. I left and went to another company, was out of there in 15 minutes. Budget did nothing to get the line moving quicker, they didn’t even communicate with anyone. 3 hours!!! And it was like this a few months ago too. Never again.

|Sep 2025Pick up and drop off was quick and easy. But very disappointed in my bill. I prepaid for this rental for 4 days, being sure that I was getting unlimited miles. After drop off I received a bill for additional fees, including fuel at $5 a gallon because the person at the desk at pick up told me not to fill up before drop off. I could’ve filled up for far cheaper and would’ve been happy too if I hadn’t specifically been told to not fill up. I was also charged a fee for it being an airport pick up. Won’t be using Payless again after this, there are much better companies to rent from for similar prices.

|May 2023One person checking out cars. You share same space at phx with Avis. Avis had several agents help Avis customers Took 40 minutes to get my car. Avis was getting their people out in under 5 minutes. If you need the same counter space, and same agency in Phoenix, then you need to step it up with Payless or close down it’s sucked.

|Jan 2022There wasn't anybody at the Payless counter. There was a sign that directed us to Avis. The car wasn't very easy to find and nobody downstairs to help find the stall where the car was. The car drove find however I would not expect to get a car that had a message on the dash that said "WINDSHIELD WASHER FLUID LOW". Also it had a tire symbol on the dash indicating one or more tires had low tire pressure.

|Jan 2022Appreciated being upgraded at no extra charge from a 7 passenger SUV to an 8 passenger Sienna minivan. Was perfect for hauling our extended family. Check in at PHX was long, but smooth. Rentals too expensive, though.

|Jan 2023Every National employee we encountered was friendly, warm, helpful and understanding -- which was all very appreciated considering the travel-related stress we'd been under the day we had to rent a vehicle to get home. That said, $300+ for a one-night one-way rental felt a bit exploitative when so many people were stranded by airlines during the holiday travel weeks.
