Summer is packed with travelers in Madrid. Flights to Madrid are full and accommodations and tourist attractions are always overcrowded. However, the weather is great and the people are pleasant, so if summer is your season there is nothing wrong with visiting Madrid.
Off Season:
October is an ideal time for Madrid. Hotel rates are lower, Madrid flights are cheaper, the weather is lovely, and there aren't too many visitors. Winter is cold, but Madrid’s cultural life is in full swing, and you can make a day trip to a ski resort.

The Metro gets you downtown in about 30 minutes. Shuttle buses are frequent, and there are always taxis available, though in bad traffic (the norm in Madrid) the ride can take close to an hour.
Bus and Metro service is fast and inexpensive. Taxis are also inexpensive, but be sure that the meter is turned on when you get in. For trips outside Madrid, Spain has very good train service.
Driving in Madrid is dreadful. Streets are always crowded and traffic can be dangerous. About the only parking is in high-priced garages. If you want to rent a car to go out of town, the major agencies have offices at the airport and a couple have offices in the center of the city.
